The public imagines the pence advocates to be a sort of WISHY WASHY FLOCK OK SHEEPISH MEN upon whom our war lords look down with contempt and whoso arguments aro now and then re futed by historians and other learned men. This conception of tho peace advocate, however, is wrong. The peace advocate as the public thinks of him is only a phantom. Ho is only A CAIUCATUKE created by those who know neihing what ever about tho movement and agitation for universal peace. WAR, WHETHER IT IS BEINQ WAGED OR WHETHER IT IS LATENT, HAS FROM TIME IMMEMORIAL BEEN AND 18 AT THE PRESENT DAY THE RULING MOTIVE AND COURSE OF HUMAN SOCIETY. PEACE IS AN INTERRUPTION AND AN ACCIDENT. WHAT THE ADVOCATES OF PEACE WANT IS PRECISELY TO TURN THE THING AROUND. THEY WANT TO MAKE PEACE THE RULING COURSE AND MOTIVE OF HUMAN SOCIETY AND WAR, IN SO FAR A3 IT EVER COULD ARISE, TO BE ONLY AN IL LEGAL INTERRUPTION. In our present society, which rests entirely upon a war basis, peace, which is the object all diplomats strive to accomplish, which is the program solemnly promised by all governments and tho ardent desire of all mothers is maintained only through EXPENSIVE WAR PREPARATIONS and through the constructing' of fortifi cations. WE PEACE ADVOCATES, HOWEVER, ARE NOT CONCERNED SO MUCH WITH THE TEMPORARY MAINTENANCE OF PEACE, AL THOUGH WE PREFER SUCH A STATE TO THAT OF OPEN WAR, BUT WITH THE ENTHRONING OF PEACE. WE AIM NOT TO RE TARD WAR, BUT TO DO AWAY WITH IT ENTIRELY BY WIPING OUT WAR AS AN INSTITUTION OF HUMAN SOCIETY. Near the old, outwardly still growing but inwardly decaying insti tution of war we see the new institution arising. The organs, tho fac tors, which create the necessity for freedom are visibly rising upward from our ocial und' political foundations and development. Leave the remainder of the tobacco In the pipe and do not empty or disturb It for several weeks, or until the desired color Is obtained. When smoking put fresh tobacco on the top and smoke to the same level. When once burned the pipe cannot be satlsfoctorlly colored unless the burn ed portion Is removed and the surface again treated by the process by which meerschaum Is prepared. The color ing Is produced by the action of the smoke upon the oils aud wax which are superficially on the exterior of the pipe and are applied lu the same proc ess of manufacture. Loudon Answers.
